Boating without a driver's license?

If you're an adult without a driver's license, are there still boats you can rent and drive solo? I've heard that there may be restrictions on certain types of boats, and that it also may depend on where you rent them as well. Thanks for any help you can give me.

Oh, I wasn't looking for someone to bend the rules, just checking to see if there were any types of boats that never required a license (like slow boats such as paddleboats and canoes). Sorry for the misunderstanding - I shouldn't have used the word "drive" in my original question.

You can rent the small sea racers without a drivers license. My DS16 renter one in November at WL. I think the minimum age was 12. This was a change from previous years.
