Probably CBR. It has the pool the kids seem to love most. Otherwise, I would say POR. POFQ is great but has more of a "grown-up" feel to it.
If they are taking their own double stroller than I agree with CBR.
If they are not going to take a stroller but rely on Disney strollers than I say POFQ.
I have stayed at both and personally prefer POFQ. My kids (one was 6 at the time) loved CBR.
So for my part it comes down to a question of
1. What will the kids like the most?
or
2. What will I like the most ?

My kids loved pool area and theming at CBR at that age!
My DD votes for POFQ. She loves the slide (and that it isn't too fast), but that she can hop over to POR when she wants the bigger (and faster) slide. Just having two "main" pools, is a great draw, if they love to swim.
I love that it is small, less walking at the end of the day is always good.
POFQ-great/colorful theming at pool, smaller resort for those little legs, boat to DTD for extra option, and as previous poster mentioned option of a whole extra resort.:number1: we always recommend it to friends w/kids and have never had a bad report.
I would just go with POP even though it is a value. I don't think the rooms are that much different than the moderates and the theming is so much fun. And the food court is good
We stayed at POR last Dec. After staying at POP several trips before that. For the price difference I would pick POP.
I would actually recommend going with the Swan or Dolphin, which offer more of a deluxe stay at a moderate price. You're in a great location, with the magic of Epcot and DHS all around, and can take advantage of Disney transportation and EMH. The only downsides, buying tickets separately instead of as part of a package (but you still get the MYW pricing), no DME and no dining plan. But these are easily made up for by location and spacious rooms, for me.
POFQ - shorter walks to bus and food, two pools with slides, and now queen beds which mean fewer "bed wars" at night.

Big pool is nice, the smaller pools by the rooms is convenient for some quick shorter swim/play time. If you have kids that would be interested, the cane pole fishing was fun. Plus the boat ride to downtown disney.
I'd recommend POFQ. The resort is smaller than the rest of the mod's and it's nice to have a short walk at the end of the day. Taking the boat to and from DTD is also a nice thing to do. I think that the food court at POFQ is a little more kid-friendly than POR with the decor and bustling activity. As others have said, you really get the best of two resorts if you stay at either FQ or RS.
I would recommend pofq, fun slide, colorful and playful decor and as another poster has said much smaller than other moderate resorts so the walk back to the room will be a lot shorter with two tired children at the end of the day.
Another vote for POFQ. We were there in April and I loved the room. They are newly refurbished with queen beds.
DD liked the pool. The food court was adequate and DD liked the hand scooped ice cream cones. You can also use the pool at POR although we didn't.
Loved the boat ride from DTD back to POFQ. Very relaxing and scenic.
I'd vote for CBR. Pool is fun for kids of all ages.;)
The food court has lots of choices and transportation worked great.
You might really enjoy the Port Orleans French Quarter. It is smaller, great pool, and has a food court that would be easy for all to find something to eat quickly. Since it's a more intimate setting, it would be faster to carry tired young ones back to the room at night.
All the moderates have their own charm.
I would say that CBR has the most kid appeal. Pirate ship water play area, nice pool, tropical feel, sandy beaches for building sand castles. It's a fun resort.
I will go against the grain and say CSR. The pool area is probably one of the best on property next to BC/YC. The buses are MUCH less crowded. The slide at the pool is one of the best.
