He is at Town Square in the Magic Kingdom. There is FP+ available.

Mickey is the only articulated, talking "head" character available for meets at this time.
Just know it is possible to meet Mickey in TST while he is not talking (he doesn't always talk)
It was great when we seen him. He actually did the hot dog dance with a little girl.
