The dates for Splash Mountain are the current dates for refurb. Have not heard of Kilimanjaro Safaris being down. Kali River Rapids will be down for refurb January 1st thru February 4th 2018.

The only 2018 Refurbishment that appears to be confirmed at this time is Kali River Rapids from January 2 through February 9, 2018.
It looks like the Liberty Belle Riverboat may also undergo a refurb in the first half of 2018, but there seems to be some conflicting internal information on the exact dates and the Public Operational Calendar is not yet posted that far in advance.
It's not unusual for Splash Mountain to close during a winter slow period for minor refreshing. The split is probably due to re-opening during the busy period. They do the refurb in stages to allow for the ride to be functional for holiday crowds.
