Can he get the dining plan?

Nope, the dining plan is a "perk" for Disney Owned and Operated resort guests only.

They had two choices: To stay at the GF for only 180.00 a night or stay offsite. I think they are choosing to stay offsite. I would JUMP at the chance to stay at the GF for that price.
