I know rentals are still available at WL, CR, and GF. Not sure about Poly with the construction going on. If I remember it was about $30 for 1/2 hour at WL last year.

So far no impact on them at the Poly and really shouldn't be.
26 years staying at the Polynesian There's a great big beautiful tomorrow, shining at the end of everyday...
Twenty six straight years staying at the Polynesian
Next trip: October 2018
We rented from the WL in January and were able to ride independently around seven seas. We stayed out for a little bit (long enough for pics), but I found it stressful dodging the other boats We liked it in the quiet area much better.
First trip...02/72 Fort Wilderness
Last trip...2/2016 Boardwalk Inn
Next trip...2/2017 Boardwalk Inn Princess Half Weekend

Yes & Yes
Seven Seas Lagoon is the water in front of MK, TTC, POLY & GF. Water Sprites are rented from both these Resorts.
After you cross through the Water Bridge you are now Cruising on Bay Lake where you can rent your little boat from Contemporary Resort, Fort Wilderness as well as The Wilderness Lodge.
Water Sprites regardless of where they are rented can sail on both waterways.
