They do an alright job with the sheer numbers of guests that they have to manage... Maybe it is just time for us to seriously consider car rental.
They really should have this figured out by now. I can only surmise that they don't want to make the investment in data analysis and resource acquisition to nail this down. In this day and age, where they have the knowledge of where you're staying and what park you are in, they should be able to allocate transportation resources accordingly.
