Yes, we got our first Be Our Guest lunch without ADR by walking up and got in a short stand-by line say 10:15 for and early lunch, no breakfast. Got in at Opening!

I would be careful counting on this. We were there in November and while waiting in line to check in for our reservation we observed numerous people walking up to the cast member asking how long the wait for walk-up was and then being told that the wait would be two to two and a half hours if not longer.
