The height restrictions are there for a reason -- your child's safety. The CMs should and do check carefully and if the kids don't meet the mark they can't ride. If there's a chance he will miss out on rides due to his height you might want to start that talk now ... and Matterhorn is a whole different ride than Indy.
Please keep in mind that INTERCOT does not allow for "getting around the rules" chat. Following the rules is part of being a good park guest.

HOWEVER..he might manage it. At just a quarter inch short, when he stands next to the measuring thing, he might actually be touching the bottom edge of the line.
.... Just prepare him for multilple measurings. Our youngest son was 46 1/2" when we took him two years ago ... and he was measured CONSTANTLY throughout our wait to board a Jeep (and measuring meant that his head was jammed up against the top part of the stick or more). I so hope your son gets to ride! We really enjoyed it!

Disneyland is hard core about the height requirments. Your kid has to, basically, smack their head on top of the stick for them to get a go ahead to ride. They (CMs) actually have little cards in their pockets all the time (like, on Indy, it' s the single rider cards), and if there is any uncertainty, they will whip out a card/piece of paper, and try to wedge it between your kid's head and the top of the stick. If they can get it in there, NO RIDE for the kid. I'm totally serious about this.
So, your best bet is to teach your kid NOW how to stand up VERY straight, and to be prepared to not ride, since he's so close.
And, I agree with a previous poster. The Matterhorn is MUCH different from Indy. My son also rode the Matterhorn at 2, because the height requirement is only 32 inches...because it's not a rough ride at all! I think on Indy, the height requirement is more of a "weight requirement", in that they assume an average weight for a child 46" tall. Since the only thing holding you in the seat is a automobile style LAP belt, and the ride is extremely rough and jerky, they have to know that the kid is strong enough to withstand the forces without flopping all over the place. With that said, if your child is extremely skinny, you might want to reconsider. I have a SUPER skinny kid (42 lb six year old boy), and although he is strong, he has a hard time supporting himself when a ride is fast or jerky. I'd not take him on this ride even when he does reach 46". I just wouldn't feel he was safe on it until he gains a significant amount of weight.

I've ridden Indy many times and did not think about the weight. He is supper skinny. He weighs 45 lbs. He is almost six and still fits a size 4 pair of shorts! We might be holding off till Dec. Give him a little more time to grow.
