Depends on which kind of actor you're referring to... if voice over artist, then it's James Earl Jones and he was born in Arkabutla, Mississippi. If physically, then it's David Prowse and he was born in Bristol, England.

For completeness there was a third actor who played Vader for a single scene. Sebastian Shaw (born Holt, Norfolk, England) was the face when Luke removed Vader's mask at the end of "Return of the Jedi"
