ECV and Stroller changes at resort bell services
I saw a post on the internet from another Disney site that mentioned changes for ECV and Strollers from off site vendors. It looks like Disney is no longer going to allow off site vendors of ECV's and Strollers to be dropped off at Bell Services.
I looks like you will need to make arrangements with the vendor to pick up and return items you have requested. Whether it can be done in the bell service area is unknown.
I have checked the WDW site and I have not found the policy, but the site may not be updated yet. I would check with your vendor when reserving your ECV or stroller.
I looked at the authorized ECV vendors web sites and did not see any notification on the policy change.
I hope its not true as I use an off site vendor for my ECV.

It is true. We're at WDW now and rented a wheelchair at the last minute, the day before this broke. Had to call yesterday to have a part replaced. The rental company (Buena Vista) has a very long recording about the situation when you call. Disney has notified the rental companies, but all the details are not yet known. Is you make a reservation before Oct 1 (even if your trip is a year from now) you'll apparently be grandfathered in under the existing rules.

I know we have to wait for the details, but this fact alone is going to make this whole thing crazy. That being said, we rented from Gold last time, so we had to meet them for drop off and pick up, and it was way easier than I expected.

Wow, this is incredibly disappointing. The convenience of having the scooter held with Bell was a big deal, because then you didn't need to worry about when they dropped it off or picked it up. Now one more thing to try and coordinate during a trip.
But I've heard that if there was a problem with the scooter (not working, or wrong type), it then almost became Bell's problem, not the vendor. I guess they got tired of that (or they're cutting staff again and don't have enough people to handle it all). But this is a change that is going to be very impactful to a lot of people.

As I described in another post, I've had and seen problems picking up/leaving my ECV at Bell Services. The off-site rental company I used last time dropped off my ECV at DME within a few minutes after I got there. And picked up at the DME station. No problem!
