The former Earl of Sandwich Downtown Disneyland location is re-opening while the Disneyland 4th hotel construction project is on-hold:

... Earl of Sandwich will be opening in its original location for a limited time in Downtown Disney District at Disneyland Resort. The popular fast-casual restaurant—inspired by John Montagu, the Earl who invented the sandwich in 1762—will be returning soon.

The Earl of Sandwich has re-opened in Downtown Disney at the Disneyland Resort:
Disney Parks & Resorts wrote: The wildly popular Earl of Sandwich is now open for breakfast, lunch and dinner in its original location, serving their famous, freshly-made sandwiches, salads and wraps. Try the Original 1762 or the Full Montagu — both sandwiches which give nods to John Montagu, the Earl who invented the sandwich in 1762.
Also, every afternoon beginning at 3 p.m., a stop at the food trucks in Downtown Disney is a must! The trucks visit on a rotating basis this fall including The Habit Burger Grill, Crepes Bonaparte, Brew Wings and Mad Dumplings, to name a few.
