Essentially, Memory Maker is PhotoPass renamed. If is a bit confusing. You can still use PhotoPass photographers available at Disney and pay per picture you choose to purchase. Memory Maker is your package of all Photopass photographs you take in the parks and includes those photos taken on rides (where photos are available). You pay a pre-set price for all pictures, can edit them, download them, and use them for your own purposes. If you purchase Memory Maker, you should make the purchase in advance of your visit - if you wait until after your arrival, any pictures taken for three days after purchase will not be included as part of your package.
