Yes, every park has lockers, usually near the front of the park. Though Magic Kingdom and Animal Kingdom have additional lockers near the rides that you will likely get wet on.

At the Disneyland Resort there are lockers both inside and outside the gates of both Disneyland and Disney California Adventure.

No bother, and Downtown Disney is open to the public. No ticket required and parking is free for the first three hours ($6 per hour after that). If you dine at a sit down restaurant, you can get an additional 2 hours free parking with a validated receipt.
