What percent off rooms are bounce back offers?

It depends on the offer.
From what I remember, it generally is about 30% at deluxes, and less at moderates and values. I think it has been has high at 40% at deluxe, but it really depends on how much vacancy Disney is expecting to need to fill.

Free Dining Plan
Or
35% off at Disney Deluxe Villa Resorts and
Disney Deluxe Resorts
30% off Disney Deluxe Moderate Resorts
You must call a special number given while you are at WDW.
