Google comes up with Dr. Heinz Doofenshmirtz as a scientist. He has the hair and eyes but does speak english and wears a white coat. Another character I had never heard of!

I'm completely baffled on this one. Every character I could think of, or find online that otherwise fits the profile, speaks English. I give up.
