I have no idea why these descriptors aren't allowing me to formulate something. I wonder if maybe forming the clues in "Who am I?" style questions may make things easier and give some of the clues context. Kinda like they do with the Disney characters in the Birnbaum's for Kids books.

John Cleese is correct. I refrained from "Watery Fowls" as a clue which only a fan of the British comedy Fawlty Towers from 1975 would get. "Q" was from the James Bond film "Die Another Day" (2002) and Nick was from Harry Potter.
Global domination referred to the trying to win the "Wings Around The Globe" race
Screw loose referred to Bulldog's propeller or what could have caused his oil leak.
