About 7 years ago, we stumbled upon a horse and carriage ride with a Headless Horseman Theme for Halloween. Does Disney still do this?

We did this years ago and it was the highlight of our trip. Unfortunately I don't think Disney offers this anymore.

Talking about the one at the campground? I'm pretty sure they sold off the carriage and discontinued the event. Sounded awesome, but doesn't happen anymoreas far as I know. 7 years is probably about the last time it was offered.
We did it back in Oct. of 2010, so a little over 6 years ago. That was probably the last year it was offered.

I think they still do carriage rides...maybe not that particular carriage ride but they do offer them at fort wilderness. At least in November when I called about doing a carriage ride at POR they asked if we wanted it at POR or fort Wilderness.

It is still on the Disney World Website under carriage rides, so I am assuming it is still available.
After a little digging around, the moms panel does say they did away with the haunted carriage ride. So sad.
