Read in the winter released sticky that usually POFQ was not included in discounts basically? Is that correct? We are dead set on staying there and I am hoping an offer comes out for April 21-28 and I hope its included!

It is often excluded because it is a small property and very popular. Disney only discounts resorts they need to fill up.

We LOVE POFQ, but oftentimes it is excluded from discounts. It is a small resort, and it fills up quickly. Sometimes POR is included, but even that is excluded sometimes. Although possible, I wouldn't count on a POFQ discount.

FQ is almost always excluded from Free Dining, Play/Stay/Dine, etc., but is often included in just room discounts, such as the Early 2016 deal.

Ohhh I'll hold out just a tiny bit of hope. I noticed there was one up until the 13th available, keeping an eye our for the rest of that time frame.
