Do you think these discounts will be offered for 2018?? And if so do we need to wait till October 3rd to book rooms, or can we book now and apply rates later?

Not enough since then!
Based on the last few releases it's hard to say, they keep limiting the resorts and discounts. I would suggest you go ahead and make your plans through Magical Journey and they will apply (based on availability) what is released.
