No. Boats from/to Swan/Dolphin are between DHS and EPCOT.
There are no waterways that connect the Swan/Dolphin area to the Disney Springs are (Sassagoula River?)

No, that boat only goes to Hollywood Studios, Epcot and the Yacht/Beach Club, Boardwalk and Swan/Dolphin Resorts. You would have to take a bus or drive to Disney Springs
