Is the concierge a tipped position?

Drove down 2009,2010,2012,2014.
DVC since 9/09. We own at BLT.
Next trip: 11/1 to 11/12. BLT

No. We have never tipped the concierge (of rather, "Club Level Hosts.") The truth is, they really can't do anything super special for you anyway, like snag hard to get ADRs.

The bigger issue is that they are not allowed to accept a tip and must turn them down.

We have found the Poly CL staff to be amazing. This year they initially could not get us a desired ADR but said they would keep trying and two months later they wrote to say they had it. Over 25 years they have done many wonderful things like that for us (in room surprises, ADRs, repairs to damaged luggage, and so on) and have clearly worked diligently to make our trips very good and enjoyable. If you work with them they will and can work with you.
