Assuming construction is now complete. Besides the fence surrounding the pool, does anyone know if any other changes were made in/around the WL.

No need to go anywhere else. The pool is open, but they are still working on the kids' splash area. There is a fence around the pool. Here is a picture of the fence I took when I was at WDW November 21-24.
