I think I read somewhere you can no longer make this reservation online. Is this accurate?

The reservation system shows up on the Disney site. I just tried it with a randomly selected date and, not surprising (since the date I chose is only a couple of weeks away), the system notified me there was no availability that day.

Yes, you can book it online. 
It does book up fairly quickly, and that often leads to people just thinking it isn't available. (plus, I'm fairly sure that there was a time you had to call, but you're good for online now).
