Can you walk up and get a sundae or a milkshake there, or do you have to have a table service reservation to eat there?

They do have a to go menu for ice cream and drinks so you can enjoy your treats by the pool (or where ever you'd like)

Yes, they do have a nice take-out counter with a smaller menu than the regular restaurant. We've often gotten a cone or milkshake or float and enjoyed it by the pool. They also have tables outside the restaurant (for those who can't get into the pool area).
I've been able to walk up and sit at the counter many times. It's a small place so if it's more than a couple of people, you chances diminish
;)
Never have had to wait as a single for more than 15-20 minutes - but I'm not typically there when it's the warmest time of year.
