the menu for boma says that the prices are 39.99 to 59.99 I am going in July I was wondering why the range when it is a buffet

Boma never costs $60. You're misreading the info. The price range for Disney restaurants is indicated by the number of dollar signs. Boma is listed as being in the $$$ range, which is $40 to $60.
Actual prices are:
Adult price range: $38.33-$42.59;
Child (ages 3-9) price range: $18.10-$21
But yes, the higher prices are during holidays and I think peak seasons.
