We will have 12 people in our group when we travel. Two of our group will be under 3 years old. My question is...when making ADRs will I need to include the youngest two? (ex: ADR for 12 people at BOG) They will both need booster chairs, but neither one will be ordering from the menu. I hope this is not a crazy question.

Thank so much for your help!

Not a crazy question at all!

Book for all of the people, even the smallest ones. They are counted as "guests", even if they are not ordering, and will ensure that you get the right-sized table for your group.

Yes, make the reservations including the young kids. It's needed for fire code, as well as to make sure you have a table that can fit everyone including the kids.
