It's been 10 years since we've visited the World when we arrive in Feb 2015 and I have a few questions. 1. At what locations does Mary Poppin make an appearance during a meal? 2. Any tips on getting dinner and/or lunch ressie for BOG?

1) im not sure how accurate this info is but ive heard 1900 park fare at the grand floridian is one of the few places.. but never fear i also believe you can meet her in the great Britian pavilion as well.
2) honestly the answer is hope and pray for dinner lunch well it depends on how they are handling lunch at that time id look into fast pass option when you are eligible (60 days)

Since the GF is themed to 1890's-1900's, the Victorian/Edwardian characters show up at that resort for breakfast; usually along with Alice, and maybe (rarely) Pooh.
Last time I ate at 1900 Park Faire (Nov. of 2013), it was Mary Poppins, Alice, Mad Hatter, Pooh, and Tigger.
Regarding BOG reservations - just keep checking. I checked on a daily bases prior to my last trip. After about a month I was able to get dinner reservations for five people at about 6:00. I lucked out on the time, I had been looking for anything for dinner.

We are going in Feb. as well and I just made reservations for dinner at BOG but pickins were slim. I grabbed a 4:30pm thinking it will probably be after 5 until we get seated and served. Otherwise, it was after 8pm which is too late for DH as well as the grandchildren.
As suggested, just keep checking and I'm sure something will open up.
