does anyone have information on this. I had heard that if you book lunch (similar to booking a meal for Fantasmic) at Tony's that you could get a VIP pass for the Electric Light Parade.

Yes! It is very similar to Fantasmic! packages over at DHS. If you book a package at Tony's during lunch (and it has to be lunch, dinner times are not available for the package), your meal will include a VIP pass for the Electrical Parade (first showing if there is more than 1).
The meal is $45 for adults, and $17 for kids and includes an appetizer, main, dessert and a drink.
