Are they still doing this? I hadn't heard any recent chatter since the fall. Thought they went back to FP+ and Standby.

I think its more common with rides. We were sitting on Soarin and never took off. They eventually had to evacuate both theaters. As we were walking out they handed us paper fastpasses that could be used at any time.
I think all the characters that you can FP are indoors, so not sure what would cause you not to be able to use your regular FP+, but I suppose its possible they would have a reason to give you a paper one.
Actually, friends of ours just got back and long story short, at their resort their grandson did a very good deed, which later the family was thanked with I think 40 fast passes that they could use at any park, so this would be another example.
