Most of the star wars characters will talk because they are considered "face" characters. Darth Vader and Boba Fett definitely talk.
Mickey is the only articulated, talking "head" character available for meets at this time.

Just know it is possible to meet Mickey in TST while he is not talking (he doesn't always talk)
