Are there special boats for people with mobility issues (can’t get into lower seating boats but not in wheelchair). My brother has MS and uses a walker or cane.

No, I'm sorry to say that they seem to have forgotten about accessibility with this ride. You have to be able to get down into the boat(and back up out of the boat) to ride.
