Mickey's Not So Scary parties begin on September 15th. I would guess that most of the decorations would be up during the week you are there.

I love how the decorations go up. We're at MK one day, nothing and come back the next and "poof, it is fall". DD and I are always amazed at how quickly the transitions happen.
Fall/Halloween Merchandise is plentiful in the stores as well. ;)
