Is there a Fast pass for Frozen ride and if so it is in Tier 1 or Tier 2.
Yes you can get fastpasses for Frozen and it is a tier 1 ride.

Have the wait times for Frozen gone down any?
Wondering the same thing about wait times. Also, if anyone has any tips on rushing it at park open, that would be appreciated! How is the line first thing in the morning? Thanks!
We're getting close to our trip, so I've been having some fun playing with the MDE app. Lines are still long, and still worth a FP+, but I'm seeing the wait often in the 60 - 75 minute range, not the 3 and 4 hour range that was earlier in the day.
First thing is always a good idea. Crowds divide a bit at Epcot in the AM, so even though a lot of people will be heading to Frozen, waits should be reasonable.

We just did ours yesterday and you're very right, choice of time was difficult. But getting a fastpass in the afternoon (12:30) onward wasn't a problem on any of the days we considered. Morning times up to noon kept coming back with no availability for our selected time. And it is a tier 1 along with Soarn and Test Track. You can only choose one of those as your initial 3 per day.

Very true. You either have to go three separate days or hope that when your initial FPs are up you can snag one but that can be difficult with the tier 1s.
