This is probably a really dumb question but here it goes:
Can you book the same ride with fast pass+? For example:
9am Test Track
10 am Test Track
11 am Test Track
If not, can I book Test Track at 9am then not use anymore fastpass+ and go to a computer in the park to book another?
Sorry but I haven't been since Fastpass+.

No. You can't book the same ride twice. What you have to do is book it once then when all 3 of your original FP have expired or been used you can go to a kiosk in the park and book any ride you want that is still available. It's also not possible to not book the 3. If you choose only 1 Disney will automatically choose 2 more for you so you can't get the same ride until all 3 are used.

No, unfortunately, you can only book one FP per ride in your initial three, but, yes, fortunately, after your three have been used/expired, you can book another one for Test Track if there are any available. I did this a couple of times last fall. Also, at least now you can book a FP in another park after your initial three if you want to do that. Have fun!
