Does Disney world do anything around Halloween that is not for special ticket events? Ie if we go there on the 20-30th (not for a special event) during the day will there still be seasonal snacks , merchandise and or parades etc ?

The EPCOT Food & Wine Festival will be in full force at that time. There will be seasonal (Halloween/Fall) snacks everywhere. Merchandise, possibly, but "party" related merchandise will only be available AT the party itself. Parade(s) may get some Fall colors, but really don't change for the Halloween period.
