Oh Wow I thought it was after midnight you could do fast passes. So is dinning the same time in the morning too?? Just curious because I booked my dinning last Sunday and when I got on my computer it was 6:50 AM and it was already letting me in the system to book.
I actually think I remember FP+ starts online at 7AM ET, dining is 6AM ET.
Both dining and fastpass were 7:00 am the days I did it (dining about 3 months ago, fastpasses a few weeks ago). Which means for me I have to hit the online system at 5:00! 
Just got this from the Disney website. Honestly the first time I've heard that some restaurants go online at 545AM.
- The Disney Reservation Center is available by phone from 7:00 AM to 11:00 PM Monday through Friday, and 7:00 AM to 8:00 PM on Saturday and Sunday.
- Reservation availability for select Walt Disney World restaurants typically begins each day at approximately 5:45 AM.
- Please be aware that if you cancel a restaurant reservation, your previously scheduled reservation time will immediately be made available to another Guest.
- All newly introduced dining events—such as special dining experiences and dessert parties—can typically be booked beginning at 7:00 AM on the day their offers become available.
