Planning a visit to Disney World and wondered if anyone knows the season when the free meal plan is offered or is it random?

It's always in the fall. Usually late August through sometime in December, but not that entire period. It is valid certain date windows within those months

I have friends who went this year from Dec 16 through 23 and I KNOW they got free dining.

Yes, the dates this year were:

Arrival Window:
Aug. 23-Oct. 1, 2016, Nov. 15-21, Nov. 26-28 and Dec. 10-21, 2016

So none of October, part of Nov and part of December as I said.

If you could not pull your kids out of school to arrive on those dates, Christmas Break (the week between Christmas and New Years) was not included. Most elementary schools were not yet out of session.

Schools here got out on Dec 16th, so I considered that Christmas Break already.
