We are dropping our rental car off at The Dolphin but need to get back to Pop Century to pick up the Magical Express back to the airport. What is the quickest way back to Pop?

The quickest way is a taxi or an uber.
If you want to use Disney transportation, I'd make my way (boat or walk) over to Epcot and then walk to the front and catch the POP bus. You could also walk (or boat) over to DHS and take the POP bus from there ... probably works out to be about the same time/distance.

I would recommend going to DHS and picking up the POP bus there, especially if you don't want to go through Disney security and use a pass-day to get into EPCOT to walk to the front of the park. The buses are right at the end of the walking path to DHS.
I know if you drop your car off at the Car Care Center they will take you back to your hotel, I'm wondering if they offer that from the Dolphin drop off also?

I was thinking the same thing. Plan ahead though, if you end up on a shuttle with people from a bunch of different resorts it may take awhile. The one time I did this, the shuttle went to WL, then Poly before it finally took me to ASMusic.
