What time is best to arrive at disney Hollywood studios to obtain a disabled access pass.

It is open the whole time the park is open, and a bit before and after.
If you can, I'd arrive any time other than right at opening, since that tends to be a busier time, with everyone getting sorted for the day. Closing is the same, rather busy, but otherwise, you should be good!
